In a significant shift in policy, the Ukrainian government has announced changes to the way it calculates income for determining eligibility for housing subsidies. The Press Service of the Pension Fund of Ukraine (PFU), citing a cabinet resolution, has confirmed that certain state cash benefits will no longer be included in the calculation of a family’s total income.

The revised rules exclude the following previously counted cash benefits from the calculation of a family’s average monthly income for the purpose of determining eligibility for housing subsidies:

  • "Zimova YePidtrimka" (Winter Support)
  • "Natsionalnyi Keshebek" (National Cashback)
  • Funds received under the "Zrobleno u Ukraini" (Made in Ukraine) initiative for безналичная оплата (cashless payment) of Ukrainian-made goods

These changes aim to streamline the process of providing housing subsidies and ensure fairness in the distribution of resources.

Previously, these payments were included in the calculation of a family’s total income, which could potentially have made some households ineligible for subsidies. Now, these cash benefits will only be considered when assessing a family’s eligibility for paying their utility bills.

The PFU also reminded the public about the upcoming changes to the minimum subsistence level. According to the budget law, the minimum subsistence level for one person from January 1, 2025, will remain at last year’s level,which is 2920 UAH.
