Russian Ambassador to Bulgaria, Eleanor Mitrofanova, has surprisingly claimed that the Russian consulate in Varna continues to operate, contradicting Bulgarian officials’ stance. The revelation follows a series of events that hint at an alleged informal continuation of services, despite the consulate’s official shutdown in 2023.

"Illegal Activity": Bulgarian Perspective

Bulgarian authorities maintain that any consular activities conducted outside the Russian embassy in Sofia are illicit, as they haven’t been sanctioned by the Ministry of Foreign Affairs. Since 2023, Russia has had no officially functioning consulate in Varna. However, Mitrofanova insists that services are still provided in the city, leaving Bulgarian authorities baffled as they have no record of such operations.

The Enigma of Varna’s Consular Services

Mitrofanova refrains from disclosing the exact location where these consular services are supposedly rendered. Nevertheless, a investigations by Radio Free Europe/Radio Liberty (RFE/RL) have pinpointed the Bulgarian Socialist Party (BSP) headquarters as the suspected venue. BSP, however, denies these allegations, asserting that their office is solely used for party affairs and doesn’t host any Russian consular services. This claim is unusual, as diplomatic practices frown upon such party involvement.

Mitrofanova’s statement suggests that Varna’s Russian consulate has shifted its operations to the Russian embassy in Sofia. Yet, she acknowledges that the consulate still conducts brief, ad-hoc visits to the city once every two to three weeks, raising questions about its official closure status.

The Varna Controversy: Historical Context

In 2022, Bulgaria expelled 70 Russian diplomats and staff, including Varna’s general consul. Subsequently, the Russian embassy announced that the Varna consulate had ceased operations. The building housing the consulate was provided rent-free by Bulgaria’s Foreign Ministry but was vacated in 2023 after the contract expired. Mitrofanova confirmed the building’s evacuation, adding that efforts are underway to find a suitable new location.

Mounting Evidence: Services Continue in Varna

Yet, RFE/RL’s November 2023 on-site checks revealed that consular services appeared to have taken place in BSP’s headquarters, located about 400 meters from the old consulate. Given BSP’s traditionally warm ties with Russia, these developments have raised eyebrows, prompting the anti-corruption agency "Da, Bulgaria" to file a complaint with Bulgaria’s National Anti-Corruption System (DANS). DANS has since confirmed an ongoing investigation.

As the diplomatic fiasco unfolds, Bulgarian authorities, along with the international community, eagerly await concrete evidence and a clear stand from Moscow regarding the alleged illegal consular activities in Varna.
