Title: A New Era of Transparency: Argentina’s Large Retailers to Display Tax Breakdowns on Receipts
In a groundbreaking move towards fiscal transparency, Argentina has enacted a new regulation that mandates large commercial establishments to break down the taxes included in their receipts. Starting January 1st, consumers can now understand the exact tax composition of their purchases, enabling them to make more informed spending decisions.
What’s Changing?
The Régimen de Transparencia Fiscal (Transparency Fiscal Regime) was enshrined in the Ley Bases last year and recently kicked into effect by the Agencia de Control y Recaudación Aduanera (ARCA) with Resolution 5614. This new measure requires large retailers to detail the Value-Added Tax (IVA) and other internal taxes on their receipts. This includes purchases made at supermarkets, retail outlets, and any other establishment classified as a ‘large contributor’.
How It Will Work
The new regulation, which will be implemented in phases, will first apply to large enterprises. Soon, consumers will see a specific line on their receipts dedicated to the ‘Régimen de Transparencia Fiscal al Consumidor (Ley 27.743)’, clearly displaying the taxes they have paid. In the coming months, this transparency will extend to product labels and promotions, with all businesses set to comply by April 2025.
The Origin of the Transparency Fiscal Regime
The idea for this reform originated from Lógica, a non-partisan association advocating for greater fiscal awareness. Their public campaign pressing presidential candidates to back the initiative eventually led to its inclusion in the Ley Bases, with libertarian candidate Javier Milei championing the cause.
Matías Olivero Vila, president of Lógica, expressed his enthusiasm for the new regime: “The lack of fiscal awareness, stemmed from the concealment of taxes, has led to citizens not demanding responsible spending and taxes from politicians. This path has led us to hold the highest taxes and inflation in the world.”
The Road Ahead
While the regulation initially targets large enterprises, the hope is that it will foster a culture of fiscal transparency among all businesses, including smaller ones. Furthermore, the Government is encouraging provinces to join in, to also display local taxes like income tax and municipal fees.
By adopting this Brazilian-inspired model, Argentina takes a significant step towards empowering its citizens, fostering a more active role in economic and political decision-making processes.
