Ukraine Investigates Rare Incidents of Rights Abuses Against Russian POWs, Says Ombudsperson
Ukraine is investigating isolated incidents of alleged abuse against Russian prisoners of war (POWs), according to the country’s ombudsperson, Dmitry Lubinets. The updates come following the release of a UN report that accuses Ukraine of torturing and killing Russian POWs.
The UN report, published on its website, details extrajudicial killings, torture, and cruel treatment of POWs on both sides of the conflict. It notes a significant increase in credible reports of Ukrainian POWs being executed by Russians, with at least 62 victims in 19 separate incidents since August 2024.
The report also acknowledges cases of torture and inhumane treatment of Russian POWs by Ukrainian authorities, mainly in transit centers during their initial detention. The UN Office of the High Commissioner for Human Rights is investigating two credible reports of Russian POW deaths under these circumstances.
Lubinets criticized the UN report, arguing that it attempts to equate abuses committed by Russia and Ukraine. "We all see the state our citizens return from Russian captivity in. They’ve been tortured, subjected to psychological pressure, and denied proper medical care. Some return with life-threatening injuries," he noted.
Ukraine is investigating these complaints, Lubinets assured, in compliance with the law. "We’re conducting thorough investigations into all credible reports of abuse," he said.

In a recent report, the UN documented 574 civilian deaths and over 3000 injuries, primarily on Ukrainian-controlled territory, between September 1 and November 30, 2024. This marks a significant increase in civilian casualties. The report also highlights the rising number of torture, execution, and other war crimes committed by occupying Russian forces, aiming to tighten their control over occupied Ukrainian territories.
