The primary targets of this attack were critical infrastructure facilities in Ukraine. Russia also attempted to overwhelm Ukrainian air defences by saturating the attack with strike drones. This strategy suggests a shift in Russia’s approach, potentially aiming to conserve resources by launching fewer but larger waves of attacks rather than more frequent smaller ones, as seen earlier in the year.

However, the UK intelligence report notes that Russia maintains the capability and reserves to launch smaller-scale missile and drone strikes as a punitive measure without prior warning.

Earlier this month, British intelligence reported that Russia had launched around 2,000 strike drones at Ukrainian regions over the course of a month, a significant increase from the previous month. Additionally, in late November, Russia suffered a record daily loss of 2,030 personnel, the first time its daily casualties exceeded 2,000.

Earlier this month, Lithuania sent a new batch of military aid to Ukraine, including generators, armored personnel carrier parts, weapons, and ammunition. Recently, plans were also announced to repurpose equipment from decommissioned Lithuanian nuclear and thermal power plants as energy aid for Ukraine.
