Labour Pledges Public Transport Fare Cap If Elected

The Labour Party has pledged to cap weekly public transport fares at $20 for commuters in Auckland, Wellington, and Christchurch, and $10 in all other regions, if elected in November. The policy, estimated to cost $65 million annually, would take effect in July 2027 and aims to address cost-of-living pressures for approximately 1.3 million riders.

Under the Labour proposal, passengers would continue to tag on with their transit cards as usual. Once a commuter’s spending reaches the $20 or $10 weekly threshold, every subsequent trip for the remainder of that week would be free. According to Labour leader Chris Hipkins, the policy is intended to be a permanent, ongoing measure rather than a temporary subsidy. Labour transport spokesperson Tangi Utikere stated that the $65 million annual cost is based on modelling from Auckland, which projects a 6% increase in patronage, amounting to 5 million additional boardings per year in the city.

The fare cap covers buses, trains, and selected ferry services, including Auckland’s inner-harbour routes, Wellington’s East-By-West, and Lyttelton’s Diamond Harbour ferry. However, significant exclusions remain. The policy does not apply to interregional rail services such as the Te Huia or the Capital Connection, nor does it cover scenic trains, commercial operators like InterCity, cash-only bus services in regions like Marlborough, or Auckland’s Waiheke ferry service. This model differs from the previous government’s half-price fare scheme; Utikere noted that because not every individual trip is subsidized, the policy is less costly to the state than the prior arrangement.

Political reaction and potential funding challenges

The announcement has drawn sharp criticism from the National Party. Campaign chairperson Simeon Brown dismissed the proposal as a “spending promise” that lacks a viable funding plan, arguing that the National Land Transport Fund is already oversubscribed. Brown stated that diverting funds for this cap could lead to increased taxes and borrowing. In response to questions regarding which projects might be deprioritized to accommodate the $65 million annual expense, Hipkins indicated that the party would look toward the Government’s roads of national significance programme for potential funding shifts.

If Labour wins the upcoming election, the implementation of this policy would likely depend on the status of the National Land Transport Fund and the party’s ability to reallocate existing transport budgets.
