In a significant shift in Ukrainian military policy, the age for potential mobilization has been reduced from 27 to 25 years old. This change, enacted on May 18, 2024, through the "Law on Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Military Service, Mobilization, and Military Registration," has sparked interest and questions among Ukrainians. Who Could Be Mobilized at 25?

Under the new law, men aged 25 and under who have not served in the military and lack military experience are now considered conscripts, not duty-bound individuals. During the state of military emergency, these men were not drafted, and they can only be mobilized with their consent.

Eligible for military service at 25 are:

  • Men who have completed mandatory military service in peacetime.
  • Individuals who have served alternative (non-military) service.
  • Men who have graduated from higher military educational institutions or military departments and have obtained a military specialty.
  • Dismissed police officers and personnel of the rank and file of the National Police, State Border Guard Service.

What About the Upper Age Limit?

Ukrainian law also sets a maximum age for military service and reserve duty. In Ukraine, individuals cannot be mobilized once they reach 60 years of age. However, for those serving under contract, the upper age limit varies:

  • Soldiers, junior sergeants, and sergeants can serve up to 45 years old.
  • Senior sergeants and officers can serve up to 50 years old.
  • Contractors of higher ranks can serve up to 55 years old.
  • For majors and lieutenant colonels, the limit is 50 years, and for colonels, it’s 55 years.
