Ukraine‘s 2025 Mobilization: Who’s Eligible and Age Limits Explained

Under Ukrainian law, the following individuals may be mobilized in 2025:
- Men aged 18 to 60, who are medically fit and have military experience.
- Men aged 25 to 60, medically fit but without military experience.
- Men aged 25 to 60, previously classified as ‘limited fit’, who must undergo a re-examination by February 4, 2025.
- Men aged 18 to 60, previously removed from military registration but found fit for service under martial law conditions (they must also undergo a re-examination).
Key Point: As of now, men aged 18 to 25 are considered conscripts and are not eligible for mobilization. However, they will start basic military training in 2025.
Certain exceptions apply to this age group:
- Those who have completed a military university or military chair at a university and commissioned as reserve officers (excluding those continuing to postgraduate studies).
- Those who have completed military service (excluding the latest sRON group demobilized in 2024, who may only be called up after a year).
- Those who were previously classified as ‘unfit’ or ‘limited fit’ for military service in peacetime and must undergo a re-examination, where a ‘fit’ status could render them mobilizable.
Men aged 50 to 60 have specific mobilization considerations. According to the directive of the Land Forces, these individuals can only be mobilized upon the order of the General Staff of the Armed Forces of Ukraine. However, it’s important to note that this directive is advisory and cannot amend or broaden legal norms. The General Staff lacks the authority to narrow or widen the scope of these norms.
