2025 Assistance for Internally Displaced Persons: What to Expect
The Ukrainian government has extended assistance for Internally Displaced Persons (IDPs) in challenging circumstances. Here’s what you need to know about the help available in 2025.
Extended Support Until February 2025
IDPs in dire situations will receive extended support until February 2025. Those most in need, including:
- Pensioners with pensions up to 9,444 UAH
- Individuals with disabilities (Groups I or II), disabled children, and severely ill children
- Orphaned children, children without parental care, and foster/guardian families
will automatically receive help without reapplying. The aid amounts to:
- 3,000 UAH for persons with disabilities and children
- 2,000 UAH for others
Distributions occur on the 15th and 28th of each month.
Budget Allocation for Social Protection
The 2025 State Budget of Ukraine allocates 81.8 billion UAH for social protection, including crisis payments for IDPs.
Who Needs to Reapply for Assistance
Other IDP categories can also apply for aid. These include:
- Families with children aged 14 and under living in active combat or potentially dangerous areas, or in relatively safe regions where children cannot attend offline school
- Families caring for a first-degree disabled relative or a severely ill child
- Unaccompanied minors (up to 14 years old) arriving without parents, with applications submitted by a family member
- Pregnant women from 30 weeks
Rent Subsidies for IDPs
In 2025, IDPs spending over 20% of their income on rent will be eligible for rent subsidies. This program, previously available in 9 regions, will expand nationwide. To qualify, IDPs must sign a lease agreement and register it with the Pension Fund of Ukraine. This subsidy doesn’t limit access to utilities subsidies.
Cash Assistance in 2025
In 2025, Ukrainian citizens, including IDPs, can receive a one-time ‘Thousand Hryvnia’ payment. This program runs from December 2024 to February 2025, with funds distributed via the National Cashback card or Ukrposhta for pensioners and individuals with disabilities ( Groups I and II).
UNICEF Cash Assistance
Uprooted families with vulnerable children may receive a one-time UNICEF payment of 10,800 UAH per family member (maximum 5 members, including up to 2 adults). Applications should be submitted at the local social protection department.
