Dosen ASN in Protest: Denied Performance Allowance Since 2020

In a display of discontent, the Alliance of Lecturers at the Ministry of Education, Culture, Research and Technology (ADAKSI) has staged a protest against the Ministry, expressing frustration over the delayed provision of performance allowances (tukin) for civil servant lecturers (dosen ASN) since 2020.
The emblematic act was conveyed through a wreath sent to the Ministry’s headquarters in Jakarta on Monday (6/1), bearing the message of their dissatisfaction and disappointment. Anggun Gunawan, the coordinator of the action, stated, "This act is a manifestation of our disappointment towards the uncertainty in realizing the performance allowances for civil servant lecturers that have been regulated since 2020 but remain unfulfilled until now."
Gunawan contends that the withheld allowances constitute an injustice, as other civil servants within the Ministry have not faced similar issues. "Since receiving the SK as ASN, other staff in this ministry have immediately received their allowances. However, for more than five years, civil servant lecturers continue to be marginalized," he asserted.
Moreover, Gunawan claims that the former Minister of Education and Culture, Nadiem Makarim, had promised that the allowances would be issued in January 2025. However, the latest statement from the Acting Director-General, Togar Mangihut Simatupang, on January 3rd, 2025, indicated that funds for the allowances had not been allocated and that no presidential regulation on the matter had been issued.
In response, ADAKSI demands three key actions from the government led by Prabowo Subianto. Firstly, they urge the issuance of a presidential regulation concerning the allowances for civil servant lecturers. Secondly, they insist that the 2025 State Budget (APBN) should allocate funds for these allowances. Lastly, they request a definite timeline for the disbursement of these allowances.
