Democrat Elaine Luria has won the Democratic nomination for the U.S. House of Representatives in Virginia’s 2nd Congressional District, according to WAVY.com. The primary victory confirms a general election rematch between Luria and the incumbent Republican, Jen Kiggans, who defeated Luria in 2022.
Luria Secures Democratic Nomination for 2nd District
The 2nd Congressional District, a coastal area with a heavy military presence and a population center in Virginia Beach, is considered a swing district. According to the apnews.com, the district is viewed as a must-win for Democrats aiming to retake the House in the November midterm election.
Luria, a retired Navy commander, previously flipped the district in 2018 and served two terms in Congress. During her time in office, she was a member of the House committee that investigated the Jan. 6 attack on the U.S. Capitol.

Following her primary win, Luria emphasized her background in the military and as a small business owner. Jen Kiggans, the Republican incumbent, immediately responded to the primary results by contrasting her record with that of her challenger. The results of tonight’s primary gives voters a clear choice: a self-serving politician who used public office to enrich herself as a former member of Congress, or a current proven leader who brings people together and gets results for our military and families in Virginia’s Second District,
Kiggans said. Kiggans further stated that her own priorities include lowering costs for families and working across the aisle to deliver results.
