Starting January 1, 2025, some Ukrainian residents may receive discounts on their kommunalka bills according to new rules. The cabinet of ministers’ decree introduces changes that revise eligibility criteria for accessing these benefits.
Key Changes for Ukrainian Citizens
To qualify for kommunalka discounts moving forward, individuals must also meet the following condition: their average monthly income per person over the past six months should not exceed the threshold entitling them to tax benefits. That’s UAH 4,240 (approx. USD 105) per month.
This change will impact:
- First-time applicants for kommunalka discounts
- Individuals who currently receive the discount and will be subject to the new conditions after the 2023/2024 heating season
Exceptions: Category of UkrainiansNot Affected by the New Income Criteria
- Persons rehabilitated due to political repression or their dependents (as per the Law "On the Rehabilitation of Victims of Political Repression of the Communist Totalitarian Regime 1917–1991")
- Ukrainian citizens affected by the Chernobyl disaster (Categories 1 & 2)
- Families of deceased liquidators and other persons covered under the Law "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster"
- former military personnel and their dependents
- war veterans and employees of internal affairs, police, and tax services, along with their widows/widowers
Communal Services Eligible for Discounts in 2025
The following kommunalka services can now be paid with a discount:
- Water supply (cold & hot)
- Sewerage
- Heat and electricity supply
- Natural gas and distribution
- Centralized heating
- Waste disposal
Subsidy Opportunities and Caveats
Ukrainians can still apply for subsidies even if they have outstanding kommunalka bills, given they meet specific conditions. Meanwhile, some citizens may receive slightly reduced subsidies for the 2024/2025 heating season if they apply late for the assistance.
