  2. Balanced Approach: The changes will ensure that pensioners who joined the system at different times, with varying salaries and inflation rates, receive more equitable payouts.

  3. Two-Tier System: The new formula introduces two tiers: a base pension and a variable, insurance-based pension.
    • Base Pension: This will be uniform for all citizens, amounting to 30% of the current year’s minimum wage after tax deductions (18% income tax and 5% military levy). In 2025, with a projected minimum wage of 8,000 UAH, the base pension would total approximately 1,848 UAH.
    • Insurance Pension: This will be unique to each citizen, calculated based on their previous earnings, the national average salary, and a 30% coefficient applied to pension credits.

Expected Impact

While the reforms promise higher pensions, the actual increases may not be drastic due to financial constraints. Between 2025 and 2030, a ‘financial stability factor’ will determine annual permissible increases, which will gradually rise based on economic conditions.

The Ministry of Social Policy anticipates that these changes will ensure up-to-date pension amounts and reduce dependency on additional subsidies and supplements. If approved, pensions will be recalculated based on the new rules starting July 2025.
