PM Shehbaz Orders Rapid Conversion of China MoUs into Agreements

ISLAMABAD — Prime Minister Shehbaz Sharif has announced he will personally chair monthly review meetings to oversee the transformation of memoranda of understanding (MoUs) into formal business agreements following his recent visit to China.

The directive, issued on Monday, follows the Pakistan-China Business-to-Business (B2B) conference held in Hangzhou on May 24. During that event, 123 Pakistani companies and 436 Chinese firms signed 207 MoUs valued at approximately $7.54 billion. These agreements span diverse sectors including artificial intelligence, battery energy storage systems, mobile devices, agriculture and biotechnology.

Focus on Economic Integration

Prime Minister Sharif characterized the surge in private sector engagement between the two nations as the start of a “new era in economic partnership.” He emphasized that the collaboration, particularly between the China Academy of Agricultural Sciences and the Pakistan Agricultural Research Council (PARC), is intended to modernize Pakistan’s agriculture sector through joint ventures and technological exchange.

The Prime Minister underscored that this industrial and agricultural cooperation is expected to bolster national exports and generate new employment opportunities. By maintaining direct oversight through monthly reviews, the government aims to ensure the swift implementation of these high-value projects.

Budgetary and Administrative Reforms

In a separate session on Monday, the Prime Minister met with a delegation of chambers of commerce and industry leaders to discuss the upcoming federal budget. During these consultations, several administrative and fiscal directives were issued:

  • The Federal Board of Revenue (FBR) has been ordered to clear all pending tax refund cases by June 15.
  • The export refinance scheme rate will remain fixed at 4.5% until June 2027.
  • The Pakistan Revenue Automation Limited head office will be relocated to Karachi to better serve the business community.
  • A new passport office will be established in Gujrat.

Business leaders expressed support for the government’s economic agenda, including the privatization of Pakistan International Airlines and the ongoing digitization of the FBR. They also indicated a commitment to assisting the government in transitioning the grey economy into the formal sector.

The government’s focus on export-led growth and industrial expansion suggests that upcoming fiscal policies may prioritize further incentives for the small and medium enterprise sector.
