His rule, marked by an iron fist, has seen him suppress opposition and even earn the moniker "Putin’s attack dog." Appointed to lead Tsjetsjenia at the age of 30 in 2007, following his father’s assassination, Kadyrov has maintained a stronghold on the region.

However, Kadyrov’s influence extends far beyond Tsjetsjenia. The Barents Observer reports that Kadyrov’s militant network, known as "VOIN," is expanding across Russia, with a significant presence in the Arctic, including areas bordering Norway.

VOIN, a military organization with ties to Tsjetsjenia, has been establishing bases in various regions, including Murmansk and Yamalo-Nenetsk. The group’s primary focus is to provide patriotic education and military training to youth. Aleksei Chufyrov, a veteran of paramilitary organizations for children and youth, leads the Murmansk center.

Chufyrov recently participated in a 10-day training program at the Spetsnaz University, where he and other VOIN representatives were instructed in shooting and drone operation by Tsjetsjen military commanders. This training, along with the expansion of VOIN’s influence, raises concerns about the spread of Kadyrov’s military influence in Russia.

Kadyrov’s loyalty to Putin has been unwavering, with the Tsjetsjenian leader playing a pivotal role in supporting the Kremlin’s interests. Since 2022, Kadyrov has dispatched multiple battalions to Ukraine, with reports in November 2022 suggesting plans to send approximately 84,000 soldiers from Tsjetsjenia to the conflict, as reported by RBC-Ukraine.

As Kadyrov’s military influence continues to grow, both within Russia and beyond, the international community watches with keen interest, particularly in light of the ongoing conflict in Ukraine and the potential implications for regional security.
