Infiltrating Sofia’s Low-Emission Heating Mission Zone

Starting January 1, Sofia Enters a Low-Emission Zone for Household Heating

Sofia, Bulgaria – The low-emission zone for household heating in Sofia came into effect today, implementing a ban on the use of wood-burning and coal stoves in nine municipal districts. The decision was taken by the Sofia City Council at the end of 2022 and will apply in the districts of "Sredets", "Krasno Selo", "Izprov", "Ilinden", "Studentki", "Oborishche", "Vozrajdane", "Lozenets", and "Triaditsa", where central heating or gas networks are available.

The Sofia Municipality is actively promoting a free upgrade program for old wood and coal stoves to newer, eco-friendly alternatives. The goal is to support affected households and encourage the use of cleaner energy sources across the city.

As of now, nearly 5000 households have applied to the two upgrade programs currently open. The municipality offers free expert consultations to assist with the process.

According to Sofia Municipality, heating with solid fuels is the primary cause of air pollution, accounting for 56% of all emissions, with 80% of winter PM2.5 exceeding their limits attributed to residential heating.

In addition to the low-emission zone, Sofia’s administration under Vasil Terziev is implementing a range of initiatives to improve air quality, including:

  • Restricting unregulated waste burning
  • Reducing vehicle emissions through a low-emission zone
  • Curbing dust pollution by regulating construction firms and enhancing street cleaning
  • Expanding green spaces and other environmental improvements

Around 1600 households are expected to be affected by the ban. Fines for violations range from 50 to 500 BGN (approx. 25-250 EUR). Inspectors will have access to a fire tower in the "Faculty" district, equipped with four stationary and one mobile camera to monitor high-risk zones, along with two drones for regular patrols and rapid response to signals.

Two free upgrade programs are available:

  1. For peripheral Sofia neighborhoods and villages: Residents of "Abadizha", "Dimitar Milenkov", "Filipovtsi", "Trebich", "Obelya", the "Malinova Dolina" neighborhood, and the villages of Voluyak, Mramor, Chepintsi, Negevane, Svetovrachenko, Kubratovo, Busmantsi, Kazichene, Krivina, Vladaya, andMrchaevo can replace their solid fuel heaters with pellet burners, natural gas units, or air conditioners under the LIFE program until May 31, 2025.

  2. For all other Sofia districts: Citizens throughout Sofia can apply for free upgrades to eco-friendly heaters under the "Environment" program, which is currently in its initial phase. The Sofia Municipality will assess applicants’ needs, assist with documentation, and cover the cost of demolition and recycling of old heaters replaced with cleaner alternatives.

The programs aim to reduce air pollution and promote cleaner energy use throughout Sofia.

No Vehicles Allowed

From 7:00 PM on December 31 until the event ends on January 1, vehicles will not be allowed on:

  • Street Ac conocer, between Tsar Ivan Alexander II Street and Levski Boulevard.
  • Street Ac conocido, between St. George Sofroni Street and Doy forman St I Street.

Revised public transport and fireworks

  • Night buses N1, N2, N3, and N4 will have modified routes on January 1, from 12:00 AM to 5:00 AM. More information can be found here.

Temperatures are expected to vary greatly, ranging from around -1°C in western Bulgaria’s lowlands to 8°-10°C along the Black Sea coast. Maximum temperatures will primarily range between 2° and 7°C, reaching up to 10°-12°C along the Black Sea coast, according to NIMH.
