Michoacán Government Unaware of Mayor’s Whereabouts in Coalcomán

The governor of Michoacán, Alfredo Ramírez Bedolla, announced today that the whereabouts of Coalcomán’s mayor, Anabel Ávila Castrejón, are unknown. This follows revelations of apparent connections between the mayor and Nemesio Oseguera Cervantes, “El Mencho,” the leader of the Jalisco Nueva Generación Cartel (CJNG). The Federal Attorney General’s Office (FGR) is currently investigating the matter.

Ramírez Bedolla stated that as soon as this information emerged, he asked the mayor to step down from her post while the federal authorities conduct their investigation. Last week, a video circulated on social media in which Ávila Castrejón thanked Oseguera for his generosity in delivering toys to the children of Coalcomán, a municipality located between Coalcomán, Aguililla, and Chinicuila. Since then, the Michoacán state government has demanded that the FGR investigate the mayor.

On Monday, Michoacán’s secretary of government, Carlos Torres Piña, confirmed to local and national media that there has been no communication with the mayor since December 29. The FGR has taken on the case through the Specialized Prosecutor’s Office for Organized Crime (FEMDO), but it remains unclear if there is an arrest warrant or a summons against Ávila Castrejón, as it is up to the federal agencies to determine her responsibility in the matter.

In late 2024, the Mexican constitution was amended to recognize the full rights of indigenous and Afro-Mexican communities. President Sheinbaum emphasized that the changes in the museum are part of a larger transformation in Mexican society, one that is grounded in humanism and respects the cultural diversity of its people.

The new exhibition will be housed in a hall renamed "Identities, Stories, and Visions," structured around eight themes and supported by more than 400 carefully curated pieces. It bridges archeological and ethnographic elements, as well as highlights the enduring traditions and changes that have occurred over more than five centuries. The revamp also connects with the existing "Textiles and Festivals" exhibit, opened in March 2023.

The inaugural event was attended by various high-ranking officials, including Clara Brugada, Chief of Government of Mexico City, governors Evelin Salgado Pineda of Guerrero and Salomón Jara Cruz, and tourism secretary Josefina Domínguez Zamora.

President Sheinbaum also announced that her administration will allocate 13 billion pesos (approximately $650 million USD) to indigenous and Afro-Mexican communities, signaling a significant investment in their culture and heritage. Additionally, she proposed unifying the Instituto Nacional de Antropología e Historia (INAH), Instituto Nacional de Bellas Artes (Inbal), Fondo Nacional para la Cultura y las Artes (Fonart), and the Museo de Culturas Populares under a single cultural secretariat, emphasizing the importance of living cultures in Mexico’s cultural landscape.

Furthermore, Sheinbaum announced the start of the Mexico-Pachuca train construction in April, with a section of the Mexico-Querétaro railroad passing through Hidalgo. This will create two additional railways from Querétaro to Nuevo Laredo and Nogales, totaling 3,000 kilometers.

During the event, Sheinbaum presented senior citizens’ support cards for adults over 65 years old in all 84 Hidalgo municipalities. Reaffirming her commitment to gender equality, she pledged to continue fighting for women’s recognition and their social inclusion.

Mexico Enacts landmark Judicial Career and Administrative Responsibility Laws

In a significant stride towards reforming the Mexican judiciary, the recently approved secondary laws of the judicial power reform have been published in the Official Gazette. The two new decrees, the Law of the Judicial Career and the Amendments to the General Law of Administrative Responsibilities, came into effect on Friday, following their publication.

The Law of the Judicial Career introduces measures to prohibit judges and other high-ranking officials from appointing family members, partners, or individuals with whom they have conflicts of interest. It also outlines processes for entry, training, promotion, performance evaluation, retention, and separation within the judicial career, and establishes the Single Registry of Public Servants in the Judicial Career.

The law mandates that public servants participate in training courses offered by the Judicial School and pass performance evaluations to maintain and advance in their judicial careers.

Simultaneously, the amendments to the General Law of Administrative Responsibilities designate the relevant disciplinary tribunals to investigate and impose sanctions on public servants. For the Federal Judiciary, the Judicial Discipline Tribunal will be responsible, while state and Mexico City tribunals will oversee their respective entities.

The new laws also require public servants in the judiciary to adhere to principles of austerity, discipline, legal compliance, objectivity, professionalism, honesty, loyalty, impartiality, integrity, accountability, efficiency, and resource rationality in their duties.

These substantial reforms aim to enhance transparency, efficiency, and public trust in the Mexican judiciary, aligning with the country’s ongoing efforts to strengthen its democratic institutions.

The Seventh Collegiate Tribunal in Penal Matters of the First Circuit confirmed a federal judge’s ruling from July 2022, ordering the FGJCDMX to abstain from circulating information containing Von Roehrich’s personal data regarding the ‘Inmobiliario Cartel’ case process. Von Roehrich was charged with organized crime in 2022.

Von Roehrich challenged the FGJCDMX’s official statements, specifically a press release published on May 16 and 23, 2023, alleging it violated her rights. The tribunal sided with Von Roehrich, ruling that the FGJCDMX lacked formalities in its communications, which should be void of sugestive language and premature declarations about her guilt. The tribunal argued that these communications exposed Von Roehrich to public judgment before a final judgment, infringing her presumption of innocence.

Despite the capital’s judicial authorities contesting the judgement, the collegiate tribunal upheld the initial decision, dismissing their appeals as invalid. Magistrates Ana Marcela Zatarain Barrett, Alberto Díaz, and Enrique Sánchez concurred that Von Roehrich had been exposed to public judgment and prejudice due to "vicious formalities" in the FGJCDMX’s communications.

This ruling sets a precedent for the prosecution’s handling of high-profile cases, emphasizing the importance of adhering to formalities and avoiding sugestive language that could prejudice defendants before a final court decision.
