Indonesian Police‘s Ethics Commission Demotes Officer Involved in DWP 2024 Extortion Case
In a significant turn of events, the Indonesian National Police (Polri) has held a disciplinary hearing for a police officer, initialed as ‘D’, who was allegedly involved in extorting attendees at the Djakarta Warehouse Project (DWP) 2024. As a result, the officer has been demoted for a period of five years.
The decision was announced by Kombes Erdi Adrimulan Chaniago, the Head of Public Relations Division at the National Police Headquarters in Jakarta. The officer, who was serving as the Chief of snacks at the Subdivision III of the National Narcotics Agency’s Regional Office in Metro Jaya, was found to have demanded money from attendees in exchange for their release after being arrested on suspicion of drug use.
Consequently, the officer has been issued a demotion of five years, effective immediately. Furthermore, he has been instructed to apologize verbally during the disciplinary hearing and in writing to the Police Chief. The officer will also undergo a month-long program focusing on spiritual, mental, and professional knowledge development.
In addition to these sanctions, the officer has been placed in a special patrol unit (Patsus) for 20 days, starting from December 27, 2024, until January 15, 2025. This decision was made following a thorough investigation involving the officer and four witnesses.
The disciplinary hearing was held today from 9:00 AM to 2:10 PM WIB at the Propam Division’s Meeting Room, 1st Floor of the TNCC Building at the National Police Headquarter. Brigjen Agus Wijayanto, the Karowabprof (Head of Professional Security Division) in the Propam Division, served as the Chairman of the Hearing Committee, with Kombes Heri Setyawan, the Head of Internal Ethics Division in the Propam Division, acting as Vice-Chairman.
The three members of the committee were AKBP Heru Waluyo, AKBP Rusdi Batubara, and AKBP Endang Werdiningsih, who served as the heads of their respective sub-divisions in the Propam Division.
The committee found that the officer had been involved in ensuring the safety of DWP 2024 attendees, including both WNI (Indonesian citizens) and WNA (foreigners), following reports of drug use. However, during the subsequent investigation, he demanded money in exchange for their release.
The officer’s actions violated several regulations, including the PP No. 1/2003 regarding the Dismissal of Police Officers, the PP No. 7/2022 regarding the Code of Ethics and the Ethics Commission of the Indonesian National Police. The officer has the right to appeal the decision.
The incident occurred during the DWP event at the JIExpo Kemayoran in Central Jakarta on December 13-15, 2024. A total of 18 officers from the Metro Jaya Regional Police, Metro Jakarta Pusat District Police, and Kemayoran Police Sector were involved. As of January 8, 2025, 12 officers have already been subject to disciplinary hearings, and the process will continue until all 18 officers have been addressed.
