Indonesian Police‘s Ethics Commission Demotes Officer Involved in DWP 2024 Extortion Case

In a significant turn of events, the Indonesian National Police (Polri) has held a disciplinary hearing for a police officer, initialed as ‘D’, who was allegedly involved in extorting attendees at the Djakarta Warehouse Project (DWP) 2024. As a result, the officer has been demoted for a period of five years.

The decision was announced by Kombes Erdi Adrimulan Chaniago, the Head of Public Relations Division at the National Police Headquarters in Jakarta. The officer, who was serving as the Chief of snacks at the Subdivision III of the National Narcotics Agency’s Regional Office in Metro Jaya, was found to have demanded money from attendees in exchange for their release after being arrested on suspicion of drug use.

Consequently, the officer has been issued a demotion of five years, effective immediately. Furthermore, he has been instructed to apologize verbally during the disciplinary hearing and in writing to the Police Chief. The officer will also undergo a month-long program focusing on spiritual, mental, and professional knowledge development.

In addition to these sanctions, the officer has been placed in a special patrol unit (Patsus) for 20 days, starting from December 27, 2024, until January 15, 2025. This decision was made following a thorough investigation involving the officer and four witnesses.

The disciplinary hearing was held today from 9:00 AM to 2:10 PM WIB at the Propam Division’s Meeting Room, 1st Floor of the TNCC Building at the National Police Headquarter. Brigjen Agus Wijayanto, the Karowabprof (Head of Professional Security Division) in the Propam Division, served as the Chairman of the Hearing Committee, with Kombes Heri Setyawan, the Head of Internal Ethics Division in the Propam Division, acting as Vice-Chairman.

The three members of the committee were AKBP Heru Waluyo, AKBP Rusdi Batubara, and AKBP Endang Werdiningsih, who served as the heads of their respective sub-divisions in the Propam Division.

The committee found that the officer had been involved in ensuring the safety of DWP 2024 attendees, including both WNI (Indonesian citizens) and WNA (foreigners), following reports of drug use. However, during the subsequent investigation, he demanded money in exchange for their release.

The officer’s actions violated several regulations, including the PP No. 1/2003 regarding the Dismissal of Police Officers, the PP No. 7/2022 regarding the Code of Ethics and the Ethics Commission of the Indonesian National Police. The officer has the right to appeal the decision.

The incident occurred during the DWP event at the JIExpo Kemayoran in Central Jakarta on December 13-15, 2024. A total of 18 officers from the Metro Jaya Regional Police, Metro Jakarta Pusat District Police, and Kemayoran Police Sector were involved. As of January 8, 2025, 12 officers have already been subject to disciplinary hearings, and the process will continue until all 18 officers have been addressed.

Three High-Ranking Police Officers Dismissed in Indonesia for Harassing Djakarta Warehouse Project Concertgoers

Three mid-ranking Indonesian National Police (Polri) officers have been dismissed in disgrace following a case of harassment against concertgoers at the Djakarta Warehouse Project (DWP) 2024. The decision was made during a session of the Polri Ethics Code Commission.

AKBP Malvino Edward Yusticia, a former deputy chief of III Sub-Directorate at the Directorate of Narcotics, was the latest to be fired after being found guilty of harassing several Indonesian and Malaysian attendees who were suspected of drug use.

Previously, Malvino’s former superior, Kombes Donald Parlaungan Simanjuntak, and AKP Yudhy Triananta Syaeful, a former member of the narcotics directorate, had also received similar penalties.

The case began when 45 Malaysian nationals reported being harassed at the event. Social media platforms buzzed with their accounts, detailing mass arrests, forced urine tests, and demands for bribes.

Polri has since seized Rp2.5 billion, believed to be the proceeds of the harassment, which will be returned to the victims. Meanwhile, Malvino has filed an appeal against his dismissal. In addition to the dismissals, 34 other officers involved in the case have been reassigned. Karopenmas Divisi Humas Polri, Brigjen Trunoyudo Wisnu Andiko, confirmed that investigations into the flow of funds and beneficiaries are ongoing.

Choirul Anam, a Kompolnas member, stressed the importance of transparency and accountability in handling this case to restore public trust in the Polri institution.

Two police officers in Indonesia have been met with official sanctions following revelations of their involvement in a case of extortion at an event. The two, identified as Iptu Sehatma Manik (SM) and Brigadir Fahrudun Rizki Sucipto (FRS), were found to have demanded money from Indonesian and foreign spectators during a drug raid at the DWP event.

Kombes Erdi A. Chaniago, Head of Public Relations Division at the Indonesian National Police (Polri), disclosed the duo’s actions in a press conference. He revealed that SM and FRS had approached the spectators while inspecting them for narcotics, asking for money in exchange for their release.

"The inspection had already been conducted when they started making these demands," Erdi explained. This was confirmed after interrogating eight witnesses present at the hearing of the Police Ethics Commission (KKEP).

As a result of their actions, both SM and FRS received disciplinary sanctions. SM was demoted for eight years, while FRS faced a five-year demotion. Both were also made to apologize orally before the KKEP and in writing to the Police Chief.

The two officers have since filed appeals against the imposed sanctions. Previously, three other policemen involved in the same case—Eks Kasubdit III Direktorat Reserse Narkoba Polda Metro Jaya AKBP Malvino Edward Yusticia, eks Direktur Reserse Narkoba Polda Metro Jaya Kombes Donald P. Simanjuntak, and Panit 1 Unit 3 Subdit 3 Direktorat Narkoba Polda Metro Jaya AKP Yudhy Triananta Syaeful—were dismissed dishonorably.

The incident involved 45 Malaysian nationals who were allegedly victims of extortion during the event. The total value of seized evidence in this case amounts to IDR 2.5 billion.
