The report, detailed by The Guardian, claims the administration used a shadow corporation within the National Park Foundation to orchestrate pay-to-play schemes and enrich political allies.

The House Natural Resources Committee has outlined a series of allegations involving Freedom 250, a Trump-backed entity created as a subsidiary of the congressionally chartered National Park Foundation (NPF). According to The Daily Beast, the group is accused of purposely misleading donors who intended to give to America250, a bipartisan nonprofit established by Congress in 2016 to plan the semiquincentennial. The report alleges that these donors were provided with wire instructions containing Freedom 250’s banking information, effectively redirecting funds to the president’s preferred group. Beyond direct redirection, the Trump administration allegedly told prospective sponsors they lacked a “green light” to contribute to America250. Freedom 250 also reportedly engaged in “aggressive outreach” to corporate sponsors of America250, requesting millions of dollars. This overlap created significant confusion among corporate executives regarding the two organizations.

Huffman told The Daily Beast that further investigations into Freedom 250 will occur if Democrats regain control of the House in the midterms.

The Use of the National Park Foundation as a Vehicle

The interim report, titled “From Vanity to Insanity: How the White House Cheated the American People Out of Their 250th Birthday”, describes a “hostile takeover” of the anniversary celebrations. The White House reportedly pressured the nonpartisan America250 Foundation to shift toward campaign-style spectacles. When leadership resisted, the administration established Freedom 250 under the NPF. By installing campaign operatives like Chris LaCivita and Meredith O’Rourke on the NPF board, the administration gained a vehicle that maintained the NPF’s tax-exempt status and nonpartisan credibility while operating outside standard government transparency laws.

“I can’t, in my time here in Congress, remember anything even remotely like this: watching this trusted, venerable charity organisation, the National Parks Foundation, literally be hijacked for a craven political agenda that tries to steal the celebration of America’s 250th anniversary and turn it into something that’s all about Trump, advancing this very divisive agenda and even enriching Trump and those around him.”

While Freedom 250 managed the overarching vision, the execution fell to a private company called Event Strategies Inc. (ESI). As reported by Mother Jones, ESI has received tens of millions of dollars in federal contracts to organize anniversary events, often without competitive bidding. The connection between the firm and the White House is personal. Justin Caporale, a partner at ESI, was named by Trump in late 2024 as the Executive Producer for Major Events and Public Appearances for his external operation. This dual role allows Caporale to advise the president on anniversary budgets and planning while his private firm, ESI, is paid to carry out those same events. ESI’s history with the president includes helping organize the January 6, 2021, rally at the Ellipse. Current projects managed by ESI under Freedom 250 include:
  • The Great American State Fair on the National Mall.
  • The July 4 rally and fireworks display.
  • The “Rededicate 250” prayer event.
Critics, including the Revolving Door Project and Public Citizen, argue this arrangement is unethical. Craig Holman of Public Citizen described the setup as “typical behavior from the Trump administration, where everyone feels they have license to do sleazy self-dealing.”

Despite the aggressive funding and planning, the actual events have struggled. The Daily Beast reports that the Great American State Fair has seen poor attendance since its opening. CNN reported that the president was fuming after a low turnout for his speech on the National Mall last week. This lack of engagement has created panic regarding the upcoming July 4 celebrations. To counter the trend, Freedom 250 is planning a record-breaking fireworks display, a 17-plane flyover, and a “spectacular Trump rally”. The administration’s approach to the anniversary stands in contrast to other city-level celebrations. New York City Mayor Zohran Mamdani plans a separate address on Friday to mark the anniversary, which he intends to deliver “surrounded by recently naturalized citizens.”

Broader Administration Context

The controversy surrounding the 250th anniversary coincides with other legal and financial scrutiny. According to The Guardian, Trump recently faced questions regarding $1.2bn earned from crypto businesses, as detailed in his latest annual financial disclosures. Simultaneously, the administration is facing judicial pushback. A federal judge recently blocked a proposed restriction on mail-in voting, challenging a crackdown ordered by the president. Additionally, acting attorney general Todd Blanche announced a focus on preventing pregnant non-citizens from giving birth in the US to avoid birthright citizenship.
