Ukraine‘s Gambling Sector Set for Major Overhaul: New Regulator, Tighter Controls, and Ad Restrictions

In a significant development, a draft law proposes sweeping changes to Ukraine’s gambling sector, aiming to enhance regulation, protect vulnerable populations, and restrict advertising. Here’s what you need to know:

New Regulator and Policy Ministry

By April 1, 2025, the State Commission on Regulation of Gambling and Lotteries (KRAIL) will be replaced by a new, non-collegial body. Additionally, a ministry will be designated to formulate and implement policies in the gambling and lottery sectors.

Stricter Controls and Limitations

The law introduces several measures to tighten control over the gambling industry:

  • Temporary Restrictions: Additional tools will be employed to limit access to gambling establishments and participation in games for potentially vulnerable groups during martial law.
  • Enhanced Oversight: Measures include control purchases and internet network monitoring to strengthen supervision.
  • Tougher Licensing Criteria: The law introduces stricter conditions for license revocation, demands impeccable business reputations from key personnel, and sets standards for service providers.

Advertising Ban with Exceptions

The draft law prohibits advertising of gambling activities, with the following exceptions:

  • Advertising on TV and radio between 10 PM and 7 AM.
  • Advertising in media targeting audiences aged 21 and above.
  • Advertising on digital platforms and search engines with a target audience of 21 and above.

Prohibited Advertising Elements

Advertisements must not feature:

  • Military personnel or volunteers.
  • Popular individuals.
  • War-related themes.

Background: Ukraine’s Growing Focus on Gambling Regulation

Last April, President Volodymyr Zelensky enforced a National Security and Defense Council decision to strengthen internet gambling control. Key measures included banning multiple accounts per player and setting weekly playtime limits.

Subsequently, the Verkhovna Rada adopted a law abolishing KRAIL and bolstering online casino oversight. The Cabinet of Ministers also enacted a decree to counter negative impacts of online gambling until the new law takes effect.
