Pretoria – A significant corruption case unfolded Wednesday at the Pretoria Magistrate’s Court as twelve members of the South African Police Service (SAPS) appeared in connection with a R360-million tender awarded to Medicare24 Tshwane District, an entity linked to Vusimuzi ‘Cat’ Matlala.
Allegations of Collusion and Irregularities
According to a statement from the National Prosecuting Authority’s (NPA) Investigating Directorate Against Corruption (IDAC), alleged irregularities occurred during the tender award process. These included collusion between members of the SAPS Bid Evaluation Committee (BEC) and Matlala, as well as violations of treasury regulations that reportedly favored Matlala and Medicare24.
The NPA’s IDAC stated that evidence will reveal how these alleged irregularities unfolded. It was too revealed that Medicare24 lacked the necessary facilities, equipment, and staff to fulfill the terms of the tender.
The Accused
In total, fourteen individuals and two entities are accused in the matter. The twelve SAPS officers who appeared in court are: Captain Brian Neville, Brigadier Rachel Matjeng, Brigadier Alpheus Thembinkosi Ngema, Brigadier Patrick Nethengwe, Major General Busisiwe Precious Temba, Brigadier Kirsty Jonker, Brigadier Petunia Reabetsoe Lenono, Brigadier Onica Ofentse Tlhoale, Colonel Nonjabulo Nomfundo Mngadi, Colonel Anton Paulsen, Colonel Natsenge Johannes Monyai, and Tumisho Nehemiah Maleka (Procurement Officer). Also accused are James Murray, a director of one of the entities, and Vusimuzi ‘Cat’ Matlala.
The IDAC statement indicated that Matlala received over R50 million before the contract was cancelled by SAPS, and that some of the accused allegedly received financial benefits from Matlala that they were not entitled to.

Vusimuzi ‘Cat’ Matlala remains in custody. His bail application was postponed to April 7, 2026, to allow him time to consult with his attorney. The remaining accused were granted bail ranging from R40,000 to R80,000. The case was postponed to May 13, 2026, for further investigation. Further arrests could be made as the investigation progresses. A trial could follow, depending on the evidence presented.
