The Department of Justice (DOJ), the Bureau of Customs (BOC), and the National Bureau of Investigation (NBI) established a joint front on Monday to combat agricultural economic sabotage. The three agencies signed an agreement to share intelligence, coordinate investigations and prosecutions, and pursue smugglers alongside their financiers, organizers, and government officials who coddle them. Ombudsman Jesus Crispin Remulla witnessed the signing ceremony.
Targeting Smugglers and Protecting Farmers Under Republic Act 12022
DOJ Acting Secretary Fredderick Vida stated that agricultural smuggling, hoarding, profiteering, and cartelization are not ordinary commercial activities because they drain income from farmers and push food prices beyond the reach of consumers. Vida cited the sharp spike in onion prices several years ago, when white onions reached between P300 and P400 per kilo, as a prime example of how such sabotage impacts ordinary Filipinos. “These are not peculiar stories. Everyone has lived to it. Every Filipino has lived some part of it,” Vida said.
He noted that Republic Act 12022, also known as the Anti-Agricultural Economic Sabotage Act, classifies large-scale agricultural smuggling involving products worth at least P10 million as economic sabotage. The offense carries penalties of life imprisonment and a fine equivalent to five times the value of the goods.
Life imprisonment and heavy fines for large-scale agricultural smuggling
Republic Act 12022, or the Anti-Agricultural Economic Sabotage Act, treats large-scale agricultural smuggling of goods valued at P10 million or more as economic sabotage, punishing offenders with life imprisonment and a fine five times the value of the products.
Operational Framework and Agency Responsibilities
According to Vida, enforcement efforts have historically suffered when information and evidence remain scattered across separate agencies. “A shipment is seized, but the evidence never reaches the investigator. A case is built, but the prosecutor sees it only when the gaps can no longer be filled,” he said.

Under the new inter-agency framework, the BOC will guard the borders, the NBI will conduct investigations, intelligence gathering, and forensic work, and the DOJ will evaluate evidence and prosecute cases in court. The agencies plan to establish a joint task force and referral protocols, with a technical working group convening within 30 days to finalize operational procedures. Vida added that DOJ prosecutors, including a special team formed under the anti-sabotage law, will engage early in cases to ensure evidence is strong enough to withstand judicial scrutiny.
Accountability for Corrupt Government Insiders
BOC Commissioner Ariel Nepomuceno stated that the partnership strengthens the bureau’s ability to tackle lucrative smuggling operations, noting that the agency sought DOJ assistance as early as 2024 when Remulla supported an initial inter-agency team. NBI Director Melvin Matibag emphasized that the agreement must translate into concrete action, timely information sharing, and measurable results grounded in due process and integrity.
Ombudsman Jesus Crispin Remulla warned that agricultural sabotage requires a coordinated response because it touches every link of the chain, from importation and customs enforcement to financial transactions. Remulla specifically cautioned government insiders who facilitate illegal trade by manipulating documents, leaking information, or overlooking inspections. “Rank, position, connections, and political influence will provide no protection,” Remulla said, adding that the Office of the Ombudsman will intervene whenever public officials abuse their positions to profit from agricultural sabotage.
