In a shocking revelation, it has come to light that businessman and corruption suspect Harvey Moeis, along with his celebrity wife Sandra Dewi, have been receiving free health coverage from the DKI Jakarta Provincial Government (Pemprov) since 2018. Acting Governor Teguh Setyabudi has announced plans to revise the provincial gubernatorial regulation (Pergub) governing universal health coverage (UHC) in the wake of this controversy.
"We initially expedited UHC implementation to ensure all DKI residents could access health coverage without exception," Teguh explained. "As a result, Pak Harvey and Ibu Sandra were enrolled in BPJS Kesehatan in March 2018."
Teguh confirmed that he had already called for a meeting with relevant parties to review and improve the data on BPJS Kesehatan beneficiaries. He stated that the province is currently verifying and validating data on beneficiaries, but it appears that Harvey and Sandra’s names were inadvertently overlooked in the process.
The acting governor assured that they are now working on revising Pergub Nomor 46 Tahun 2016 to set clear criteria for UHC beneficiaries. He also ordered a thorough cleansing, verification, and validation of all relevant data to prevent similar incidents in the future.

The program was implemented through Pergub Nomor 169 Tahun 2016, which aimed to provide UHC by 2019. "This program is crucial in ensuring that all DKI residents have access to healthcare," said Ani Ruspitawati, head of the DKI Jakarta Health Department. "We target a 95% enrollment rate in JKN, as mandated by the central government, to provide comprehensive healthcare protection for all Jakarta residents."
However, the fact that high-profile figures like Harvey and Sandra, who are also embroiled in a corruption scandal, have benefitted from the program has raised eyebrows and prompted calls for a review of the beneficiaries list. Teguh has vowed to address this issue transparently and ensure that everyone who benefits from the UHC program truly meets the required criteria.
