Sim Ann will serve as Second Minister for Foreign Affairs and Home Affairs following a cabinet reshuffle announced by Prime Minister Lawrence Wong on July 22. Sim’s appointment as Second Minister comes after more than a decade of service in various ministerial roles. She entered politics during the 2011 General Election as part of a People’s Action Party team for the Holland-Bukit Timah GRC. Her initial appointment in May 2011 was as Senior Parliamentary Secretary at the Ministry of Law and the Ministry of Education. By September 2013, she was promoted to Minister of State in those same ministries.
Following the 2015 General Election, Sim served as Senior Minister of State (SMS) for the Ministry of Finance and the Ministry of Culture, Community and Youth (MCCY). Her subsequent roles included postings at the Ministry of Trade and Industry in 2016 and the Ministry of Communications and Information in 2018. After the 2020 General Election, she held positions at the Ministry of National Development and MCCY. In May 2021, she took on the Foreign Affairs portfolio, and following the 2025 General Election, she was posted to the Ministry of Home Affairs.

Before her parliamentary career, Sim established a background in the civil service. She is a President’s Scholar, having received the scholarship from then-President Ong Teng Cheong in 1994. Her academic credentials include a bachelor’s degree in philosophy, politics and economics from the University of Oxford and a master’s degree in political science from Stanford University. She also holds a postgraduate diploma in translation and interpretation from Nanyang Technological University. She began her civil service career in 1998, working at the Ministry of Health, followed by roles at the Ministry of Home Affairs and the Ministry of Trade and Industry.
Personal History and Political Perspective
Sim’s perspective on public service is informed by her family background. In a 2011 interview with The Straits Times, she noted that the experiences of her late grandfather, Chu Chi Chok, instilled in her a “healthy scepticism” of political ideology. Her grandfather was banished to China in 1950 after being labeled a leftist by the British colonial government, and later sent to a labour camp in 1958 after being labeled a rightist by Chinese communist leaders. Regarding her approach to governance, Sim stated: “How does what we do affect people’s lives? That, to me, is politics.”
Sim is also noted as the first Member of Parliament in Singapore to give birth while in office, having welcomed her third child in 2011. She comes from a family of high achievers; her mother, Choo Lian Liang, was an author and retired Chinese documentary producer, and her brother, Sim Kai, is also a President’s Scholar. Her husband, Mok Ying Jang, serves as the CEO of Kwong Wai Shiu Hospital.
