The dismissal, a form of punitive discharge known as ‘Pemberhentian Tanpa Hormat’ (PTDH), was handed down by the chairman of the KKEP, Irjen Yan Sultra Indrajaya, following a thorough investigation. The decision was based on the testimony of nine witnesses during the disciplinary hearing.

"Pemberhentian Tanpa Hormat, or PTDH, has been imposed on the member of the Indonesian National Police," announced the Head of the Public Relations Division, Brigjen Trunoyudo Wisnu Andiko, during a press conference at the National Police Headquarters.

AKBP Malvino was found to have violated the police’s code of ethics, allegedly involving acts of extortion against concert attendees. The officer was also earlier subjected to an administrative sanction, spending six days in a designated area at the Provost Division’s Provision Unit following the incident.

"The act of misconduct is deemed disgraceful," said Brigjen Trunoyudo.

As per the commission’s ruling, AKBP Malvino has the right to appeal the decision. However, it remains to be seen whether this will lead to a change in the outcome. This disciplinary action sends a strong signal that the Indonesian National Police does not condone unethical behavior within its ranks.

Irwan has been embroiled in controversy since the incident in November, where a police officer, Aipda Robig Zainudin, shot and killed Gamma during a confrontation. Irwan, as the then-head of Semarang’s Police Resort, issued a statement claiming that Robig had fired in self-defense after being threatened with a sharp weapon during an attempt to disperse a street brawl.

However, Irwan’s version of events has been disputed. The family of Gamma, represented by Zaenal Abidin ‘Petir’, has questioned Irwan’s account, arguing that the officer’s actions were not justified. They have since demanded that Irwan be removed from his position, citing a lack of professionalism and potential corruption of the investigation.

The family is now considering filing a complaint against Irwan with the Police Professional Ethics Commission (Propam) at the National Police Headquarters (Mabes Polri). "We’re still gathering information from experts to confirm if Irwan’s statements can indeed be reported," said Subambang, the family’s spokesperson and Gamma’s grandfather. "We need to be careful not to make any mistakes."

The family’s lawyer, Zaenal, has welcomed Irwan’s transfer but has also called for a review of the former officer’s actions. "Polri should evaluate Irwan’s decision to try and ‘protect’ Robig after he fatally shot Gamma and his friends," he said. Zaenal also criticized Irwan’s visit to Gamma’s family shortly after the teenager’s death, suggesting it was an attempt to hush up the matter.

The family maintains that Irwan should not be allowed to hold a similar position in the future. "It’s only right that he’s no longer the head of Semarang’s Police Resort," said Zaenal. "But we’ll still report him to Propam for not conducting a transparent investigation into Gamma’s case."

However, the public relations department of the Jawa Tengah Police has denied that Irwan’s transfer is a result of the incident. Kombes Artanto, the department’s head, stated that the transfer is a routine rotation within the police force.

The officer who shot Gamma, Aipda Robig Zainudin, has been dismissed from the police force and is currently facing legal charges for murder and assault causing death, as filed by Gamma’s family. The investigation into the case is ongoing.

In a recent hearing with the DPR’s Commission III, Irwan expressed his condolences to Gamma’s family and the people of Semarang, stating that he was prepared to face any consequences for his actions. In a significant move, Indonesia‘s National Police Chief, General Listyo Sigit Prabowo, has implemented a large-scale rotation and transfer of 734 high-ranking officers, ranging from Upper Echelon (Pati) to Middle Tier (Pamen). The decision, outlined in Police Chief Telegram Number ST/2775/XII/KEP./2024 to ST/2778/XII/KEP./2024, dated December 29, 2024, was confirmed by Police Public Relations Head, Brigadier General Trunoyudo Wisnu Andiko.

"This rotation is a natural process in any organization to enhance performance and expand duty assignments," Andiko stated briefly on Monday (30/12).

One of the prominent figures affected by this move is Brigadier General Gatot Tri Suryanta, who has been appointed as the new Chief of Police in West Sumatra. Gatot will replace Irjen Suharyono, who is set to retire.

In Gatot’s previous role as Head of the SUBBANTAS Division in the National Police (Itwasum Polri), he will be succeeded by Commissioner General Budi Wasono, who currently serves as the Chief of Police Operations in West Java.

Additionally, the Police Chief announced the transfer of Yan Sultra, the former Head of the National Narcotics Agency (BNN), to a non-structural assignment at the Ministry of Immigration and Manpower.

The vacant position at the BNN will be filled by Irjen Merdisyam, who previously served as the Deputy Chief of the National Police Criminal Investigation Bureau (Baintelkam). Merdisyam’s former position will be taken by Irjen Yuda Gustawan.

General Prabowo also rotated the Chief of the National Police’s Information Center, Brigjen Yusri Yunus, who will retire. His replacement will be Brigjen Widodo, formerly the Deputy Chief of Police in West Java.

The position left by Widodo in West Java will be taken by Brigjen Kasihan Rahmadi, who previously served as the Deputy Chief of Police in Riau.

Meanwhile, the Deputy Chief of Police in Riau will be filled by Brigjen Adrianto Jossy Kusumo, the current Director of Operations at the Anti-Terrorism Special Operations Unit (Densus 88).

In the Pamen ranks, the Police Chief transferred Kombes Donald P Simanjuntak, the former Director of the Metropolitan Police Criminal Investigation Division. Donald’s transfer comes amidst the Professionalism and Standardization Police (Propam) investigation into allegations of extortion involving Malaysian DWP spectators.

Donald has been reassigned as a Senior Analyst at the National Police Information and Communication Bureau (Binmas Baharkam).

His former position will be assumed by Kombes Ahmad David, who previously served as a Senior Crime Investigator at the Criminal Investigation Unit at the National Police Headquarters (Bareskrim Polri).

Other transfers include Pembangunan Istimewa’s (Korpribad) Kombes Irwan Anwar, who will be replaced by Kombes M Syahduddi, previously the Metro Jakarta Barat Police Chief.

Speaking at the National Police Headquarters on Tuesday, Prophet Division Head Irjen Abdul Karim disclosed that, "Through our investigation and identification process, we have scientifically confirmed that 45 Malaysian nationals were involved in this alleged incident."

Karim also revealed that the estimated value of the seized evidence totals to IDR 2.5 billion. He emphasized, "Please do not rely on previous reports that often speculate the amount."

The Propam Polri Division has received two official reports from Malaysian nationals regarding these alleged extortion cases. Karim assured that the division is closely monitoring the situation and will handle these cases meticulously.

Earlier, a total of 18 police officers from Metropolitan Jakarta Police, Metro Jakarta Central Police, and Kemayoran Metropolitan Police were arrested in connection with this alleged extortion incident involving Malaysian nationals who were attending DWP 2024 at JIExpo, Kemayoran, Jakarta.

Following the event, DWP’s Instagram account was flooded with complaints from attendees, predominantly those from Malaysia. Many expressed disappointment due to the stiff restrictions, while some claimed they were extorted by police officers posing as civilians in the crowd.

DWP 2024 took place from December 13 to 15. Following the event, police have launched an investigation and will not tolerate any wrongdoing by its members.
