Jakarta — The General Chairman of the Nahdlatul Ulama (PBNU), Yahya Cholil Staquf (Gus Yahya), has expressed his organization’s intention to participate in the government’s free nutritious meal program. Speaking at a gathering with media personnel at PBNU’s headquarters in Central Jakarta, Gus Yahya shared that PBNU is eager to contribute if given the opportunity.

"We hope to be involved in the free nutritious meal program. Of course, we would like to contribute if there’s room for us to do so," said Gus Yahya on Friday (3/1/2025). He added that PBNU sees the involvement of UMKM (Micro, Small, and Medium Enterprises) as a strategic avenue for the organization’s efforts.

Gus Yahya revealed that several pesantren (Islamic boarding schools) under PBNU’s purview have been contacted by the government to serve as pilot locations for the program. He noted that the program would be carried out in coordination with the government and PBNU.

"We’re currently in the process of selecting some pesantren to serve as pilot sites for this free nutritious meal program. This will be done under the coordination of the government and PBNU," he explained.

The PBNU chairman also stated that his organization is prepared to contribute to the program once its specific details have been finalized by the government. He emphasized that PBNU is ready to support the initiative led by President Prabowo Subianto.

"We’re currently awaiting the government’s plan for managing this program. When the details are finalized, we hope that PBNU can play a role in contributing to its success," Gus Yahya concluded.

He has begun preparations to ensure a smooth launch and has mentioned that the program will be rolled out simultaneously across various regions in Indonesia. However, Dadan has yet to disclose the specific locations where the program will first take effect.

Dadan explained that chicken eggs can meet the protein requirements, while moringa leaves provide essential calcium, making them viable alternatives to dairy products. "Eggs can replace milk, and calcium requirements can be met with moringa leaves. If dairy products and their logistics are a challenge, it’s not necessary to push for them. Eggs and moringa leaves can be considered," Dadan clarified.

However, he assured that milk will still be a part of the menu in areas with sufficient dairy cattle. "In places with a reasonable number of dairy cattle, dairy products will indeed be part of their meals," Dadan confirmed.

The MBG program is designed to benefit around 3 million recipients across the country and will roll out gradually, starting on 6 January 2025.

Meanwhile, Coordinating Minister for Human Development and Culture, muhaimin iskandar (Cak Imin), welcomed the proposal to include daun kelor in the program.

"That’s a good idea, we can use moringa leaves. But it’s crucial to involve local UMKM in the production and supply process," Cak Imin said during a visit to Ragunan, Jakarta Selatan, on Wednesday (25/12/2024).

However, Cak Imin noted that more simulations and coordination between the center and local governments are needed before finalizing the daun kelor substitution plan. He added that this is the BGN’s responsibility.

Arief Prasetyo Adi, head of the NFA, explained that the PPN increase will not apply to strategic staple foods, particularly domestic rice. He clarified that the 12% tax will only be applied to specific imported rice types, mainly those intended for commercial use, such as in hotels and restaurants.

"Only special imported rice, like that used for hotels or restaurants, will face the 12% PPN. For instance, premium rice is typically imported because it can’t be produced locally. However, we’re ensuring that local aromatic rice varieties are tax-exempt to support our farmers," Adi stated in a written statement.

The qualification of rice types is defined in the National Food Agency Regulation No. 2/2023, which categorizes rice into general, premium, and medium grades based on milling quality and broken grains.

In line with this, the NFA has proposed to the Ministry of Finance that the PPN increase should only apply to certain imported rice types not produced domestically, as per Article 3(5) of Perbadan 2/2023.

Adi further highlighted the popularity and widespread distribution of premium rice, stating that it’s not considered a luxury good and will remain exempt from the PPN increase. Additionally, he revealed that the government plans to distribute medium-quality, high-standard rice through the Food Logistics Agency (Bulog) to 16 million low-income households starting January and February next year.

In a broader context, the government has announced a stimulus package to counterbalance the PPN increase, including a rice assistance program for 16 million beneficiaries. Each month, Perum Bulog will distribute 160,000 tons of rice to these recipients, as mandated by the NFA.

The number of beneficiaries has been adjusted to reflect a decrease in the poverty rate, which stood at 25.22 million people in March 2024, down from 26.81 million in March 2023. The program will target the poorest and most vulnerable segments of society, including the elderly and female household heads living in poverty.

Other related programs, such as the Free Nutritious Meal program and the Rice Price Stabilization and Supply Support program, will continue to run in 2025. The latter program will distribute 150,000 tons of rice monthly in January and February.

The containers were reportedly priced at Rp30,000 each, making it Rp60,000 per student.

In response to these rumors, BGN affirms its commitment to providing free, balanced meals to students without imposing undue financial burdens on their families. The agency urges the public to verify information sources and avoid spreading false news that could negatively impact the program’s objectives and beneficiaries.
