Mysterious 30km Fence Discovered in Tangerang Sea; Minister Orders Investigation

KARAWANG – The government has uncovered a mysterious fence stretching 30.16 kilometers along the Tangerang coast, with the Ministry of Maritime Affairs and Fisheries (KKP) investigating its origins. The fence, made of bamboo or stakes and standing six meters tall, spans six sub-districts, four villages in Mauk District, three villages in Kronjo District, two villages in Teluknaga District, and one village each in Sukadiri, Kemiri, and Pakuhaji Districts.

Minister Sakti Wahyu Trenggono emphasized that using marine space requires a Kesesuaian Kegiatan Pemanfaatan Ruang Laut (KKPRL) permit. Without it, the fence installation is considered illegal. "Basically, using marine space requires a KKPRL permit. Without it, the installation is illegal," Trenggono told reporters during an event in Karawang on January 9, 2025.

The Minister has dispatched the Directorate General of Marine and Fisheries Resources Supervision to inspect the site and verify if the fence has proper permits. If found illegal, the fence will be removed, and surrounding constructions will have to stop, except if the builder submits a valid KKPRL subsequently.

The mysterious fence was first reported by the public on August 14, 2024. Five days later, the Banten Provincial Marine and Fisheries Office (DKP) inspected the site and detected a 7-kilometer stretch of fence. In September 2024, a joint team, consisting of DKP and the Marine and Fisheries Resources Supervision Special Police Unit (PSDKP), revisited the site and split into two teams to investigate both the shoreline fencing and discuss with local governments.

DKP has since conducted four inspections, collaborating with various institutions such as the Banten Navy Base, Tangerang Police, Banten Provincial Police, Banten Provincial Regional Planning and Spatial Management Office, and the Banten National Land Agency.

Previously, the Director of Marine Spatial Planning at the Ministry of Maritime Affairs and Fisheries (KKP) Suharyanto stated that the fence installation lacked the necessary permits as outlined in the Regulation of the Republic of Indonesia Number 21 of 2021 concerning Land Use Planning.

The investigation is ongoing with the Minister warning that the illegal fence will be removed and construction activities halted if found without proper KKPRL permits.

"One navy officer was involved in the shooting, which happened outside, not inside. There was chaos at the scene, and one person was attacked after leaving the toilet, leading to the shooting," Sasmita explained.

The three military personnel involved are identified as Sertu AA, Sertu RH, and Kelasi Kepala BA. Two of them are from Kopaska Armada I, while one is from KRI Bontang. Sasmita mentioned that they are colleagues and that their roles in the incident are not clearly defined yet.

Dia menjelaskan belum ada bukti dugaan keterlibatan tiga anggota TNI ini dalam penggelapan mobil. Menurutnya, hal itu akan diusut lebih lanjut jika ditemukan bukti.

“Jadi peran dalam tindak kejahatan apakah sebagai penadah, apakah sebagai beking dari hasil lidik sementara masih belum ditemukan. Tapi apabila nanti dalam perkembangannya ada unsur-unsur yang bisa membuktikan itu, itu nanti proses penyidikan. Berikan waktu kepada kami lah untuk itu,” ujarnya.

Senjata api yang digunakan dalam penembakan ini adalah inventaris dinas yang digunakan oleh Sertu AA. Senjata itu dipegang oleh AA karena bertugas sebagai ajudan.

“Senjata itu adalah senjata inventaris yang melekat karena jabatan dari AA itu adalah ADC, ajudan, sehingga ketika dia dapat tugas itu sudah SOP senjata itu melekat,” ujar Pangkoarmada RI Laksdya TNI Denih Hendrata.

Sebagai informasi, penembakan ini berawal saat IA dan rekan-rekannya mencari mobil Brio yang disewa oleh AS. Mobil itu dilacak dengan GPS yang masih menyala. Pelacakan dilakukan karena lokasi GPS tak sesuai dengan perjanjian awal penyewaan serta dua dari tiga GPS telah mati.

Mobil rental tersebut ternyata dijual ke RH seharga Rp 23 juta. RH kemudian menjual mobil itu ke AA yang merupakan prajurit TNI AL seharga Rp 40 juta.
