After the pharmaceutical reform, the wholesale market for pharmaceutical products has become even more concentrated, and now the two largest companies already hold almost 80% of the total market, while the market share of Magnum Medical OÜ far exceeds threshold of 40%, which indicates dominant position in the market. market, according to the examination of the outcomes of the pharmaceutical market reform prepared by the Competition and Market Guarantor Authority.

According to data from the Medicines Agency on the distribution on the market of wholesale medicines, it turned out that in 2022 Magnum Medical OÜ held 46.4% of the market volume of medicines for human use, and Tamro Eesti OÜ 33.2 %. This is followed by the Health Office with 7.1%, Baltfarma OÜ with 5.6% and Roche Eesti OÜ with 4.6%.

The competitive situation at the wholesale level is therefore even more concentrated, so much so that the combined market shares of the two largest wholesalers already exceed 80%, the Competition Authority found in its audit. (in reality the two largest market shares together are 79.6% – ed.)

Three years earlier, in 2019, the wholesalers selling the most medicines were Tamro Eesti OÜ with 29% of the total market volume, Magnum Medical OÜ with 28.6%, Apteekide Koostoö Hulgimüyuk OÜ with 21.6% and Baltfarma OÜ with 5.7%.

The Competition Authority analyzed whether and how the pharmacy reform which came into force in 2020 affected the market for the sale of medicines.

The ERR already wrote in mid-January that, according to the analysis of the Competition Authority, the pharmaceutical reform of three years ago has not brought more competition to the market. Evelin Pärn-Lee, director general of the Competition Authority, told the ERR that the pharmaceutical reform of three years ago had not brought any changes to the market. According to him, new wholesalers cannot enter the drug market, and pharmacies are still closely linked to wholesalers, which is why there is essentially no competition in the drug market.
