EISA is looking for e-residency advertisers with one million contracts in Spain and Germany | Estonia

The Foundation for Enterprise and Innovation (EISA) has announced a call for tenders to start promoting e-residency in Spain and Germany. The expected cost of the contract is one million euros and this amount is divided over three years.

The tender, announced with a deadline of January 15, is divided into two markets, Spain and Germany, and the maximum cost of both framework contracts will be half a million euros for three years, explained Liina Vahtras, CEO of the e-mail program EISA residency. she told ERR.

In the case of both German and Spanish procurements, the aim is greater recognition and mention of the e-residency product in the press of these countries, added value to the e-residency programme, including the involvement of the main target groups (measured by increase in the number of web and application visits) and the involvement of social media and new media, as indicated in the tender conditions.

According to Vahtras, EISA orders them various public relations and communication jobs, such as establishing contacts with foreign journalists, maintaining them in the field of e-residency information, organizing journalistic and content marketing media coverage, and representing Estonia in international technology events .

“During this period we can order services for this amount. This, in turn, does not mean that the contract winner is guaranteed work for this amount. Increasing the maximum amount of the framework contract rather gives the client the confidence to guarantee the sustainability of the service. Furthermore, if the market situation changes and some services do not make sense to order, you can give them up without additional bureaucracy,” said Vahtras.

The desired results will be measured order by order. “The desired result is agreed upon when organizing a mini-competition, that is, when placing an order. The results we consider and the metrics we always agree on when placing an order are: the number of covers, the number of journalists’ contacts, the readability of publications, number of content marketing articles read, number of visits to our website and the like,” said Vahtras.

The German team must consist of at least four members, of which at least two are strategic communication consultants for the German market who could also be used in other German-speaking markets. The other two are project managers.

The Spanish team must consist of three members, one of whom must be a strategic communications consultant for the Spanish market, who can also be used in other Spanish-speaking markets if necessary. Additionally, the team must include two project managers.

If all goes according to plan, the winners of the tender should be defined in the first half of spring next year.

The markets where e-residency is most suitable have been selected

According to Vahtras, Spain and Germany were chosen as target countries because Estonian e-residency as a product is currently the best solution in that country.

“For example, Germany with its high bureaucracy, which is solved by the simple and fully digital administration of the Estonian state. We also carry out activities in other e-residency target countries, but not to such a large extent that a separate agreement is required. Our strongest markets currently are Germany, Spain, the United Kingdom and before the start of the war there was also Ukraine. A framework contract to cover the British market has already been concluded with a tender organized at the beginning of the year, ” he said.

According to Vahtras, in recent years there has been a systematic focus on target countries, where there is a high probability that there will be the greatest number of e-residents, who will create the greatest number of Estonian companies. “The number of e-residents and their companies created in Estonia is increasing from these countries,” she said.

EISA said that the cost-income ratio of e-residency was 7.6 in 2022, meaning that every euro spent on e-residency returned 7.6 euros to the state. Since the launch of the program in 2014, e-residents and the Estonian companies they created have brought the state 200 million euros in direct revenue in the form of paid taxes and state fees, it was added.

Vahtras said that e-residency is an extremely profitable and profitable project for Estonia, the efficiency of which will increase over time in revitalizing Estonia’s economy and strengthening its competitiveness. “The program has proven itself internationally and the potential to further increase Estonia’s revenue in the near future is great,” she said.

The e-residency program was created at the end of 2014 with the aim of providing foreign citizens with secure access to the electronic services of the Estonian state. Over the years, more than 108,500 people have become e-residents (excluding canceled status), currently more than 60,000 valid e-residency digital identity cards with a usage period of five years are in circulation.
