Viljandi has been quite vocal against the membership-based system in the past. Not all parents can enroll their children in the school of their choice, because the number of places is inevitably limited. However, the registration-only ranking allows people, if they wish, to fictitiously register with a friend and thus obtain the desired place for their child. It is not possible to say how often this happens in Viljandi: someone always knows someone fictitiously registered, but it is difficult to verify these things. And at least for the moment it is not an excessive waste of time on the part of officials and an invasion of people’s privacy, because there is no shortage of school places in the city, even if not all children have actually entered the desired school.
We cannot help but point out that we have no better solution than to look at the voice. After all, it is necessary to sort out children according to some indicator, and registration is more or less the only thing suitable for this: it shows where the child lives with his parents from a certain date, at least according to the documents and gives a reason to prefer Uueveski’s child to Paalalinna’s, if there is a fight, for example, for Kesklinna school for a coveted place.
