The developer Estera Saue, together with the municipality of Saue, plans to build a new city center and residential area in the open area on the other side of the railway from the current urban space in the city of Saue, this week the best solution in the design competition.

In July, Estera Saue, owner of the building area next to the railway in the municipality of Saue, announced a new competition for the planning of the residential area to find the best solution for the center of the new residential area. The new residential area and the city center are located on the other side of the railway line when viewed from Kuusehek Street.

1,200 apartments will be built in the new residential area, the size of the investment is a quarter of a billion euros. The size of the area is approximately 39 hectares.

The work “Viaggio” by PIN Architects won the design competition. The jury, made up of representatives of the developer and the municipality as well as architects, considered that the PIN architects were the most traditionalists in their design solution and wanted to further develop Saue’s current garden city concept.

The jury also noted that the heart of the center is clearly the most prominent in the work of the PIN architects and presents the best solution among the four works that participated in the design competition. The large city square is surrounded by commercial buildings and there is also good road access to the train station and the rest of the area.

A central square with a cultural center, a health center, office buildings and commercial activities will be built in the new neighborhood. The public and commercial buildings are designed parallel to the railway, where the shop and school are located. The kindergarten was moved to the center of the planning area. In addition to the central square, a green square will be created.

The edge of the town square on the rail side is lined with office buildings with first-floor retail spaces and bars, a work and technology hub with collaboration spaces for local residents. Around the green square on the north side, according to the winning project, there is a cultural/cinema building, a youth center with hobby schools, a wellness center and a swimming pool and two apartment buildings for rent. According to the plan, the tallest five-story buildings are located near the center. Light traffic roads are also planned in the area.

According to the project, the new central area will be built in ten phases. The first phase will concern the central area near the railway and the construction of 96 apartments.

Ülo Adamson, one of the owners of Estera Saue, previously told ERR that the development will be an extension of the city of Saue, where it is planned to create a new urban space with a high-quality environment mainly for young families.

According to Adamson, they want to throw the bucket into the ground in 2026. “Considering the size of the development area, the entire area will definitely take several years to complete. The exact schedule will be revealed during subsequent works,” he said.

Adamson estimated the total investment at 250 million euros.

According to the company register, the partners of the entrepreneur Estera Saue are Ülo Adamson, Raul Kirjanen and Anders Anderson. Last year the company acquired properties in the municipality of Saue with a total area of ​​78.6 hectares.

Andres Laisk, mayor of the municipality of Saue, said that, according to the municipality, the new residential area could be completed within the next 10 years.

Saue currently has just over 6,000 inhabitants, but the city still lacks an attractive centre. Saue still remained a garden city: a large part of the city is an area of ​​private houses with small properties, the Laagri side is an area dominated by large industrial buildings. Some Soviet-era panel apartment buildings are located near the railway, and new apartment buildings have also been built there in recent years.

The municipality’s long-term plan is to merge the city of Saue with Laagri on the border of Tallinn. The municipality’s development plan envisages that Laagri, the city of Saue and the village of Alliku, located on the border of Tallinn, will grow together into one large urban area in the future. The new residential area is a step in this direction, remaining towards the Camp when seen from the city of Saue.

Saue is located five kilometers from Tallinn as the crow flies. After Tallinn, Saue municipality is the largest in Harju county, where more than 25,000 people live.
