In November 2022, the Commission proposed to increase the transparency of short-term accommodation rental services and ensure the development of this sector in the tourism sector.

In November 2023, Parliament and the Council reached an agreement on the proposal.

Owner registration

A landlord offering short-term accommodation is registered only at the request of a Member State. Registration systems must be completely web-based and easy to use.

User safety

Hospitality platforms must verify real estate data and carry out random checks. In case of violation of the rules, the landlord’s registration will be suspended, accommodation offers that do not meet the requirements will be canceled or the accommodation platform will be fined.

Data sharing

The EU is creating a data sharing system to improve the availability of data on owners’ activity. A simplified system will be created for small or micro business accommodation platforms with an average of 4,250 listings.

Rapporteur Kim Van Sparrentak (Green Group/European Free Alliance, Netherlands) said: “In the past, accommodation platforms did not share data, which made it difficult for cities to enforce the rules. The new law changes that by giving cities more power.”
