Mapping the prices of the waste transport companies Ragn-Sells AS, Ekovir OÜ and the additional service of Eesti Keskonnanueste AS (hand transport of containers up to 800 liters by 11 m) revealed unreasonably high prices in each region.
The Competition and Market Authority has previously analyzed the prices of additional services for waste transport and is of the opinion that, even if a service offered by a company in a dominant position on the market is an additional service and is concluded through agreement between the parties. The price of this service must also be proportionate to the economic value of the service. The Agency requested that the prices of the additional service be adjusted to the economic value of this service.
In total, the prices of additional waste transport services were changed in twelve waste transport regions, namely Kambja Parish, Põltsamaa, Türi Parish, Kose Parish, Lääneranna Parish, Anija Parish, Alutaguse Parish, Kohtla-Järve, Narva, Narva-Jõesuu, Sillamäe, Jõgeva. The new price lists are valid from January 2024.
Furthermore, the AGCM has initiated a supervisory proceeding against Eesti Keskkonnateuste AS, in order to verify whether the prices of the aforementioned additional service in the waste transport areas managed by Eesti Keskkonnateuste AS comply with competition legislation.
The Competition Authority started the price mapping in November 2023 after the supervisory proceedings initiated against AS Ragn-Sells determined that the increase in the price of the additional service in the waste transport areas of Pärnu was not justified and the company then lowered the price. The Competition and Market Authority carries out national supervisory activities in the sectors of competition, electricity, natural gas, district heating, post offices, public water and sewerage, railways, aviation and ports. .
