The municipality of Viimsi has introduced a construction and planning ban in Estonia for almost two years

This week, the Viims municipal council approved, during the preparation of the municipality’s master plan, a planning and building ban in the mainland part of the municipality, which will expire in September 2025.

With the decision adopted by the Viimsi municipal council, planning and construction activities are suspended for two years in the reserve land management areas located in the mainland part of the municipality. The proposed planning and building ban will apply to reserve land where small homes, industrial or warehouse buildings, light industry or commercial and office buildings could be built. There are a total of 130 reserve cadastral units of this type in the municipality.

The city council’s decision means a ban on planning and construction until the municipality’s new master plan is completed, which is expected to take place in September 2025.

The ban does not apply to cadastral units that are located in the planning area of ​​the general plan of the klindiastang region of the village of Ljublja or whose detailed plan is in the final stages of preparation, i.e. the detailed plan has been adopted.

Alar Mik, deputy mayor of Viims, called the introduction of the ban an important step in the balanced and thoughtful development of the municipality’s public space.

“The process of preparing the master plan of Viimsi Municipality is actively underway and we know that this is an extremely important issue for the community. The fact that we can take time during the preparation of the master plan, establish the principles of territorial development and development directions of the municipality and coordinating them with parties is very important,” Mik said.

According to the deputy village head, landowners were involved in the process and informed of the intention to implement the ban.

“In the responses received from the Municipality, in many cases further information and explanations were requested, for which the implementation of the ban is necessary. The responses received were processed in depth and all the requests that needed to be responded to were also answered. in many cases the explanations provided were sufficient, in some cases we waived the implementation of the building ban based on the information provided by the owner, we understand that the implementation of any restrictions, be they of a temporary nature, requires a lot of effort explanation thorough investigation and involvement of interested people,” said Mik, according to whom the restriction does not extend to construction on the basis of already existing building permits.

Exceptionally, the construction ban allows the drawing up of detailed plans whose purpose is to change the main object of the general plan to land for public buildings, or which grant construction rights in the public interest, e.g. the construction of a circular economy, water production or other related buildings.

Exceptionally, building permits may also be issued for the construction of a building, the issuing of design conditions and the change of intended use of a cadastral unit, if this is necessary for the construction or commissioning. serving a building of public interest.

The municipality of Viimsi has previously stated that, in order to limit the increase in the number of inhabitants, which among other things causes problems with the water supply, it will refrain from launching new detailed plans. Other Golden Circle municipalities around Tallinn, such as Rae, have also limited the initiation of detailed plans that modify the municipality’s master plan.

Furthermore, this week the Viims city council decided to establish a landscape protection zone in the central part of Kelving and Viims. With the addition of new protected areas, Viimsi ranks third in Estonia in terms of protected area area.
