This year the government plans to give Ida-Viru County almost 25 million euros as special support for the renovation of apartment buildings, most of which will come from the Just Transition Fund. However, in Kohtla-Järve the program is viewed with some skepticism.
Raissa Vares, who manages seven apartment associations in Kohtla-Järve, admitted that she does not have much confidence in the active use of Kredex support with more favorable conditions adapted specifically for Ida-Virumaa.
“Looking at the price per square meter of apartments in our region, looking at how banks look at us when they ask for a loan, looking at what our salaries are and everything else, to make the decision to renovate you have to analyze all the things – I don’t believe it “Crow said.
One area of concern is getting a bank loan for apartment associations in Ida-Virumaa. Kredex is ready to help with this.
“All apartment associations are definitely afraid of this, but if, for example, the Ida-Virumaa apartment association cannot get a loan from commercial banks, they can turn to Kredex and we will give them a loan of a sufficient amount “said Jana Toome, head of partner relations at Kredex.
According to Raissa Vares, a number of houses in Ida-Virumaa should be demolished rather than renovated.
“If we take for example the block of Uue Street in the city of Kohtla-Järve, these are such old houses that there is no point in renovating them. Rather it is necessary to raze them, build new houses and move people there,” he said.
The special program for the renovation of condominiums in Ida-Virumaa includes two rounds of support, the first of which will open on January 24 and the second next summer.
