The Narva-Jõesuu city government has issued a new building permit for Enefit Power’s oil facility, and Enefit Power will be able to continue building the facility next week. The Supreme Court revoked the previous construction permit for the oil factory in October, according to the mayor of Narva-Jõesuu, Enefit has eliminated the shortcomings highlighted in the ruling.
“At today’s meeting of the city government we decided that the city government has all the prerequisites to issue new building permits, since this afternoon the Environment Council also approved the environmental impact assessment report, on the basis of which we have issued new building permits,” said Narva -Jõesuu Mayor Maksim Iljin.
For Enefit Power this means permission to continue construction work, Iljin said.
“According to the State Court decision, adopted in October, they had a deadline of December 12 to finish all construction work, which is Tuesday of next week. Since we were able to issue new construction permits at the Narva- Jõesuu At today’s municipal administration meeting, i.e. December 8, Enefit will be able to continue with the construction of the oil plant,” he said.
According to Iljin, the shortcomings reported by the Supreme Court in canceling the building permit have been eliminated.
“I believe there is nothing left in the building permits that third parties can draw attention to or challenge,” he said.
According to Iljin, construction work will probably be able to continue at the beginning of the new week.
On October 11 this year, the Supreme Court annulled the planning permission granted to Enefit Power to build an oil facility, because errors were made in the environmental impact assessment when the permit was issued. In April 2020, the environmental organization MTÜ Loodusvõlu filed a complaint with the Tartu Administrative Court to cancel the building permit, arguing that the building permit contradicts international climate agreements and that the effects of the building permit had not been adequately evaluated.
The Supreme Court has given Enefit Power two months to preserve the construction works of the plant, this time will end on December 12th.
