To put it simply, the content of the other Estonia is that our society is divided, where those who are successful and good are opposed by less successful and less good people. Without going into details and definitions, probably every person can say from their own experience that social divisions and wealth stratification have increased in Estonian society. Currently there is probably reason to talk about the third or, why not, even the fourth Estonia. Wealth inequality has increased, as demonstrated by the Gini coefficient. Habitat segregation and differences between center and periphery have increased.

If we look at one of the main indicators of the economy, namely GDP per capita, according to 2020 data, the corresponding indicator in Harju County and Tallinn was 120% of the European Union average. Then came a piece of empty land, and the next region was southern Estonia, where the corresponding ratio was 60%. The lowest GDP indicator was Läänemaa (including islands), 47%, followed by Virumaa 49% and Central Estonia 50%. If we divided southern Estonia into smaller units by county, we would get even smaller numbers. Tartu’s contribution significantly increases the average indicator of Southern Estonia. There are many regional differences in well-being.
