There are more and more candidates from the private sector in competitions for top management in the public administration

According to State Secretary Taimar Peterkop, last year the number of competitions for civil service managers was influenced by the government’s reform plan, which led to major changes in the structure of several ministries. Most of the competitions for senior managers in the public service were related to the creation of the Ministry of Climate.

According to Peterkop, the best industry leaders with practical experience are needed for the country’s good development. “In a society devastated by crises, the ability of top managers to prepare for and manage crises, as well as the ability to drive innovation, is becoming increasingly important. Moreover, it is known that innovation arises above all when tension is larger and resources are more limited. The methods by which you can overcome one crisis may not help in another crisis. The public sector needs radical innovations, not gradual or slow ones,” Peterkop said.

Maria Küti, head of the Competence Center for Top Managers, is pleased to see more and more private sector candidates in public service top manager competitions, as well as an increase in the number of candidates who have completed Newton’s top management succession program . “In the following years in the development of top managers we will focus on experiential learning, in which participants will solve systemic problems that require the cooperation of different fields,” said Kütt. The management quality development program is financed to the extent of two thirds of the European Union’s cohesion policy funds.

In 2023, the Managers’ Competence Center announced 24 competitions for public administration manager positions, six of which should be concluded in the first months of 2024.

Last year, the post of director of the Strategic Office of the State Chancellery attracted greater interest: 19 people applied. In terms of the number of candidates, the post of director general of the RIA came in second place and the post of vice-chancellor of assets of the Ministry of the Interior came in third place with 16 and 15 candidates respectively. The largest change of top managers occurred in 2023 in the administrative area of ​​the Ministry of the Interior, where three new vice-chancellors were elected. New directors general of PPA, Rescue Board and KAPO have also started work.

The timing of competitions is usually tied to the end of a senior executive’s five-year tenure, or sometimes the early departure of a senior executive.
